A permit issuing authority and an isolating authority are different people on every operating site in the Gulf, and have been for decades. ServAI enforces it in software that does not know what a refinery is.

Every safety capability is restricted. Every one routes to a person. If somebody later edits the pack to give a permit an approve verb, the build fails and they have to explain why in a commit message.

Entitlement rule: the parent Energy Industry Pack and the exact specialization must both be ACTIVE or TRIAL. Owning one specialization never grants its siblings. Missions use the smallest relevant specialist subset and still wait for human approval.
