The work a project generates faster than anybody can keep up with.

A quantity surveyor measures the work on site, then types it again into a spreadsheet, then again into the application. Three times, for one set of numbers.

Measure the work, or price the change. Apply for payment, or certify what it rests on. Raise the defect, or close it. Ask for the inspection, or record what it found. Price the change, or commit the cost.

And: issue the permits, or investigate the incidents arising under them. Never both.

That last one is the oldest failure in site safety — the person who signs the permits marking their own homework when something goes wrong.

02 — what it can do

Bill of quantities headers, sections and rate build-ups; remeasurement against work done; variation instructions and assessment; committed cost and forecast at completion.

Design and information

RFIs and the responses against them, material and method submittals with review comments, the drawing register and what changed on each revision.

Programme and progress

Work breakdown, programme activities and float, work measured on site for a period, and the interim application built from it.

Site

The daily diary of labour, plant, weather and events; inspection requests ahead of covering work and their outcomes; defects and the evidence they were put right.

Health and safety

Observations, permits to work, and recorded incidents — permits and incidents both restricted, and never held together.

04 — the line

What it will not do

It prepares the measurement, drafts the application, compares the rate, and flags a clash between an RFI response and a drawing revision.

It does not approve a variation, sign a payment application, close a snag, or issue a permit to work.

Those stay with the person accountable for them, and no configuration changes it. An inspection result carries no recommend verb either — what an inspection found is recorded, never recommended.

05 — priced work is confidential, safety is restricted

And a site seat will notice

A bill section and a rate build-up are commercially sensitive. A permit to work, an interim payment application, a variation assessment and the cost forecast are restricted. A seat reading only to confidential will not hold a permit, however clearly its profile asks — somebody has to raise that reading level deliberately, and it is recorded when they do.
